there is a new setting under project settings (classic projects) called Issue layout. i understand this is for re-ordering the fields on board, backlog and making them hidden.
i went to board settings and there is a new option ISSUE DETAIL VIEW under WORKING DAYS. what is the purpose of this one, i cant understand ?

It is not for boards. In Jira Cloud there are two issue views: new issue view and old issue view.
The new issue view looks like this:
Old issue view looks like this:
The Screens menu option in the project settings had affect only on the old issue view and no affect on the new issue view. And it was very frustrating. Now Atlassian introduced the Issue Layout setting, which affects the new issue view.

If you select a card on a board, then the Issue Detail view will be open to the right of the board. board settings -> issue detail view set fields for this screen:

thanks for the prompt reply. here is the screenshot of my issue detail view in Board settings.
if i delete all the fields here, nothing happens on the issue detail view screen i.e. i can still see all the fields.
also as an another test, I reordered Report and Assignee field (as shown below) but in issue detail view Assignee still appears on top of Reporter.

first screenshot - this screenshot is my issue detail view settings in Board settings. as is evident reporter field is ordered above Assignee . also there is no admin-test-field being added in issue detail view.

The screenshot you provided is the new Issue View and you should use the Issue Layout settings to handle it.
The issue detail view only influences the screen, which was on my screenshot. You can get it, it you go to backlog and choose one of the issues there.

the issue detail view setting under board settings is only for old issue detail view. thanks for your help. perhaps atlassian can make it more clear . i am also certain that i never saw this setting earlier in my board settings .
