bulk import via csv of users

The answers I see to this question keep pointing to an addon that I can't get access too.

It seems feasible that I could bulk upload/import users and they have to login to actually access.  I would like the smallest possible sample file.

The basic importer seems to want to import to a project and I don't want that.

anybody have a good simple example?

Hello @Jane Brock 

Jira Server does not have any native function that allows you to create users by importing a CSV file. There are only two ways to bulk create users like that:

1. Purchase a third party add-on, such as CSV User Importer for Jira

2. Write a script to parse the CSV file and interact with the REST API to create the users
