I have created a new custom field in the buggs issue type. (Mandatory, single select field.)

After this when you edit for instance a task you get "Some issue types are unavailable due to incompatible field configuration and/or workflow associations."  and cannot select tochange it to a bugg.

It can be changed with the "move" wizard.

Is there a way to resolve this so you can change the issue types  but the field wont be used by non bug issues.

No, you can only edit the issue type if the configuration for the source and target types are the same.  If they're not, then JIRA has to consider all of the configuration so that you don't put an issue into an invalid state during the change, and rather than re-invent the wheel, the answer was to re-use the "move" functionality which already does those checks.
