I'm usually pretty good at reading instructions, but this one has me stumped. This utility doesn't look like a plug-in for JIRA but rather a separate application. Does this need to be installed on my JIRA server? Or does this get installed on a QA persons workstation?
Zephyr for JIRA is a plugin like many others and can be installed from JIRA Universal plugin manager, in the Server, Datacenter or Cloud version of JIRA following the same instructions in the link https://zephyrdocs.atlassian.net/wiki/display/ZFJCLOUD/Installation
The Zephyr Tests Importer Utility is a java based program, so you can just download the jar file and execute in your computer, as per the instructions in the Usage section of this link https://bitbucket.org/zfjdeveloper/zfj-importer.
You don't need to run the importer in the JIRA server, you can run it in any computer with access to the JIRA instance you want to use as target to the import process.
