Xray API key generating for 1000's of users

Hello, 

we are starting with Xray cloud, to interact with Xray cloud using Rest API. 

document says , "In order to interact with Xray using its REST API is necessary to create an API Key. An API key may be created for each Jira user."

 We have 17k users of Jira for each user creating API key by admin is not possible. As users change (some leave, new users join). can you please suggest if there is better way so that any user who wants to interact using Rest API can do so independently and avoid need of Admin to generate API key.

Did you find a way to create Xray API Key in a massive way? I'm facing a similar situation.
