Atlassian does not provide a dark mode for their product. You would need to use a third party application or an extension for your browser that would apply dark mode.

If you are using Jira Server/Data Center, this app from the Atlassian Marketplace claims to provide a Dark Theme.

If you are using the Google Chrome browser, this extension claims to provide a dark mode for Jira.

There may be other extensions that also provide dark themes.
