I am trying to add a transition while in draft mode but it tells me:
"You cannot perform this operation on a draft workflow. More Information."
I can add other transition but it will not let me add this one for some reason.

Any help with be greatly appreciated!
There are a number of bugs in the workflow editor that instead of fixing, Atlassian have taken the easier route of ignoring because
What you'll need to do is save what you've got now, copy the workflow so that you have a new "inactive" copy of it, edit the inactive one, adding an outgoing transition to any step (status) that does not have one or more already, save it, then replace the old broken one with it.
This seems like the best way! Thank you for the help. I will try it tonight.
So basically start from scratch?

You could, but: ...copy the workflow so that you have a new "inactive" copy of it...

Welcome to the Atlassian Community, Richard.
If you follow the link on the error message, you will be directed to the corresponding documentation. The sections which described the behaviour you are experiencing is this one: https://support.atlassian.com/jira-cloud-administration/docs/work-with-issue-workflows/#Workingwithworkflows-editingActiveandinactiveworkflows
I hope this helps!

This issue is still occurring, and it seems a bit overcomplicated to disable the current workflow to add a transition to a draft. Is there an ETA for fixing this? Thanks.
