Already have a confluence host on cloud, now want to purchase jira. Wonna if all existing Confluence Account become Jira account too, and charge me fee.

Thanks for posting and welcome to the community.
I presume you are admin of the sites and you have access to https://admin.atlassian.com/ so you can check your subscriptions and manage those accordingly. There is limit mentioned for free plan and no. of users. I would also agree with @Hana Kučerová and ask to go through this guide to check access and permissions for existing users and groups -https://support.atlassian.com/user-management/docs/update-product-access-settings/.

welcome to the Atlassian Community!
In general if you are admin of the site, you are able to determine, which of your users or user groups have access to the product (Jira | Confluence) and which not. Each product can be accessed by different list of users.
So, if you set your site in a way, that <= 10 users have Jira license and you don't mind your Jira has limited functionality and support, you can have free plan and won't be charged.
