If users are not active for 90 days I revoke their access.
Revoked user has requested access again - but when I search for the user it is not found.

If you have removed the user from your ORG, then you will need to reinvite the user.
If you have suspended access, then you should be able to restore access of that user. In AdminHub-> Directory -> Users, please ensure that any filters excluding the user from being displayed on the screen are removed. You will then be able to find the user and should get Restore Access link restore that user's access.
