Why can't my admin account create accounts

When I log in with the admin account I created at start up I don't have the option to create users, I see the same thing when I log in as the recovery_admin using recover mode.

I did already have Site Admin permissions but I found that instead of going to https;//FQDN.com if I went to https://FQDN.com/login.jsp it brought me to different log in page that then allowed me to access the admin functions. Thanks!

Hi Andrew - Welcome to the Atlassian Community!

You need to have Site Admin permissions in order to to be able to perform User Management functions. See this article on how to grant those permissions.
