Why can't I add the column on my board? there is no option of plus button.

You'll need to give some more information before anyone could help with that please. 

Are you using team-managed or company managed projects?

A screenshot would be really helpful.

If it's a company-managed project you'll need to add a status in the workflow to get a new column.

From your query, I'm assuming you are referring to adding a column to either a Kanban or Scrum board.

If yes, you must have the board settings permissions. Go to Board settings>> Click column section>> you will see "add column". Screen shot below:
