Who can view the list of subscribers for a particular filter?

I believe the answer is "only the owner of the filter, or perhaps global administrators." But I cannot find it documented anywhere.

According to my experience only the owner can see subscribers, because only the owner can manage subscriptions. A global administrator can change the owner to himself and also see subscribers.
