You'd normally raise a support request over at the support site at support.atlassian.com They don't directly do telephone or email support because there's all sorts of information they need before they can help you - raise the issue first and take it from there
Although I can use the forums, I am VERY new to Jira and was thrown into being an administrator. My boss wants to know if there is an email/phone I can use to report a problem. For example, yesterday, we were not receiving ANY email notifications and I had not done anything and then this morning, they all came back.
