Which permission does a user need to see the "share this issue" button in JIRA?

The user need the "browse user" permission.

Note the "Browse users and groups" permission is a global permission, not managed through permission schemes as are most of the permissions. In my case I had granted that global permission to a group "users" but I hadn't made every person a member of that group, so, I was seeing inconsistent visibility of the "share this issue" button.

Thank you!!! I have been searching for this answer since mid-July. The exact name of the Global Permission was what ultimately got me to where I needed to be.

Finally, my agent can see the "share this issue" button as he opens issues.
