When viewing an issue as an admin, in the Comments area I can view the History of an issue (Edits, transitions etc) although regular users cannot see this.
Is there a permission to grant users access to view this information?

There is no permission for this, if you can see an issue, you can see the history.
My best guess is that your "regular users" are service desk customers - they do not see the issue at all, they only see the request that sits in front of it.
Is this still the case 5 years later? I just ran into some issues with a coworker saying they cant see the History.

It has not changed. Jira users (software, agents, work management, or product discovery) can see the history of an issue. Jira customers can only see the request.
Your coworker is not a Jira "user", you'll need to add them as a user so they can see the history.
