I found an instruction to create a dependency from a dependency report in the documentation.
Choose the Add dependency button beneath the Review changes button and configure your dependency in the menu that appears. When you’re done, select Add.

This instruction is not clear. Where is the review changes button? how do I actually get to this report?

Your post tags indicate you are working with a Free subscription. Are you working with a trial of a Premium subscription? As noted at the top of the referenced document, the functionality is available only to Premium and Enterprise subscriptions.
You must first have a Plan (a.k.a. Advanced Roadmaps in older terminology) to access the functionality referenced in that document. Here is an example of the button they mentioned, available from the Dependencies view.
If you use the breadcrumbs to step up to the parent document you will see that the referenced document is part of a larger resource set for Plans.

I am trialing Jira to understand how it might be of value to our project. There are a number of limitations that are not obvious: this being one of them, as it's not detailed in the documentation.
I'm beginning to understand that documentation failures might actually represent features available in advanced versions. Would have nice to be clarified.

It does not seem to me to be a documentation failure. It states the limitations directly below the title of the page, in a purple box.
