I see the Autowatch Rules in JIRA, i understand how it works, but do not know its full capacity. Does it retroactively apply its JQL to already created issues, or only new issues since the Autowatch was enabled.

In step 4 it says: And they even receive the "Issue Created" notification magically from the past (of course all later notifications are sent as well.
So I believe it will send the previous notifications as well.
