Where is Global Settings

This question is in reference to Atlassian Documentation: Creating a Custom Workflow

In "Creating a Custom Workflow", the guide says to go to "Global Settings". Where exactly is that located?

That documentation reads a bit old. You're specifically looking at JIRA 6.0 documentation, which is quite old at this point. This is a newer related article – https://confluence.atlassian.com/adminjiracloud/working-with-workflows-776636540.html

You can now find workflows under Administration > Issues > Workflows.

That did the trick. Perhaps adding "custom workflow" tag to the newer page will guide others in the future.
