When users are exported from cloud with and without group membership,the count is shown different

We are performing jira and confluence migration and want to compare the on-prem and cloud users and performing below mentioned activity.
We are exporting all users with group membership and product access,when checked for unique users the count shown is different when compared with all users exported without group membership and product access.
Please let us know why is there difference in this
