When creating a new plan, why are projects missing from the dropdown menu?

Only one JIRA project is present when trying to create our first plan. (It's our newest project and has no issues yet. Is that the reason?) I am logged into a user account that's part of the 'administrators' group, and the project's permissions/workflows/etc are identical to some of our other projects. Yes, I've seen https://answers.atlassian.com/questions/243973, and the resolution never provided an answer. Thanks!

Lauren, have you added a project level application links from JIRA to Bamboo?
