When creating a issues with filters applied, apply those filter values to the issue field

I have multiple projects and some of my project automatically apply values of selected filter when create new issues, But some of my project doesn't 😥

Is there any different settings between those project? 

with out filter (assignee is empty)

with filter (assignee = currentUser) assignee automatically set as me

I also know automation can assign assignee after make issue but wanna know why is it happen.

Are both the projects Company Managed or Team Managed or are they different? It should say at the bottom of the navigation pane on the left what type of projects these are.

Are they Software projects, Service projects, or Business projects?

Both of them are "Company Managed & Software projects" projects.
