What triggers the "Not Started" hours bubble?

This question is in reference to Atlassian Documentation: Using the Backlog

What triggers the Blue Bubble for Not Started?  Is the Column placement?

I thought it might be unassigned, but that wasn't

sorry - my image capture died as i was trying to enter this...  image2016-1-6 8:55:0.png

so is it saying everything in the sprint has started?  I figured all the unassigned tickets would be in this number...
