What to choose forge app or oauth2 app

I have an app which store the project details for user. User can upload documents and get details for projects in chat. I want to bind atlasian authorization in my app. Using which user can create jira story tasks from my app and can also create conflaunce pages as needed. User can download the confluance pages and store it within my app.
What i have to select for the authorization forge app, connected app or oauth2.

What I understand that your app needs are :

User login with Atlassian (Jira & Confluence)
Create Jira stories
Create & download Confluence pages
Store project details in your app

If I missed any feature let me know but based on what I understood the best choice is : Forge App

As i can see atlassian provides many forge apps. To fulfil my requirements which app i can forge. I have tried oauth2 implmentation but its not providing ourside domain logins
