Is there any information regarding permission that is need for
"Export data from Jira Cloud", i saw that "Import and export Jira automation rules" had it on the information page that "global administrator" is needed, is the same permission applied to "Export data from Jira Cloud"? would have been nice if there was any other lower permission that could be assigned.

To export data from Jira Cloud, any user with access to a project can use the Issue Navigator to export its contents.
I am talking about ”Create a backup of your Jira Cloud site, including attachments. Backups help you restore and recover data, or migrate to Jira Data Center.”

Any Jira administrator, so any user with Jira Administration product access (Jira product admin), can create a backup file and download it.

Additionally, with Atlassian Guard Premium, apart from other functionalities, you can get notified as soon as an admin creates or downloads a product backup file.

As mentioned by @Manoj Gangwar issue can be exported via the issue navigator.

To be able to export and import Automation rules on the other hand, the minimal required permission is to be Jira Administrator.
This is this function is only doable from the Automation Global rules overview in System settings.
