You need to be a project administrator to add components.

@Jobin Kuruvilla [Adaptavist] I am a project administrator but still can't see the component tab. Any other permissions needed?

I also have a user who has the Administration role in a project but can't edit/add components. The project lead and system admins have the rights, but not users with only Admin rights. According to the doco all a user needs is Admin rights to a project:  https://confluence.atlassian.com/jirasoftwareserver0814/organizing-work-with-components-1043892962.html.

Found it!

In our case the user who wanted to edit the components had the Administration role in a project (as is required). However the Administration role did not have the "Administer Projects" permission in the Permission scheme.

Once this permission was granted to the Administration role the user could edit the components.

Try adding 

1. Component Name

2. Description

3. Set a default assignee for issues created with the component.  Select some assignee in last dropdown before Add button

only then Add button will be enabled.
