Is there a limit to the number of admins you can have?
Specifically, site admins. Is there a limit for the number of site admins?
Basically, I am an admin, but not the site admin. I am not able to create users on Jira Cloud. I assume only the site admin can do this, but the usual site admin is usually too busy. So if it is possible to have multiple site admins, then I can do it too.

It seems to be no quantity limit.Of course, this cannot exceed the total number of authorized users of your site.
I've tried keeping the number of site administrators under 10, but I haven't tried adding more.After all, the authority of the site administrator needs to be controlled.
Site admin -- Grants access to all applications, their administration features and org administration which includes managing users and bills.

Just supporting @Ollie Guan here, as he's spot-on.
You can, in theory, make all of your users admins (in real life, never do that- you're going to get hurt if your system admins number anything other than 3-9, although one them could be "has access just in case")
The important bit is not the number though, it's about making sure all your admins know what the others are doing. Have a system admin team, even if members are part-time. And have somewhere to document changes.
(Cavet: I'm talking system admins, not project/space admins)
