What does the - dash next to story points mean

I haven't worked on server for a while, but I believe 'dash' represents null/empty value. E.g. value for story points has changed from null to 3, for the second issue is empty...
However, I'm wondering where this particular screen is located. Are we talking about sprint backlog, some report, or something else?

I agree with Tomislav; the dash means empty/zero. The arrow indicates, that there has been a change.

I think that depends. I am not 100% familiar with this view - where did you find it?
