What does "A target hasn't been set for this count" mean in the Jira dashboard

I have custom filters displaying on the dashboard. When I hover over the count of the filter, it says "A target hasn't been set for this count." Does that mean a target date or count? How do I set the target? Appreciate any information you have, thanks!

You can set target to set a minimum or a maximum on the filter ( like an alert ). , this is set in the widget configuration.
