If you want an empty Jira instance that has no projects, no customizations, and no data, then you can start a new Jira subscription.
An Organization Admin could add a new Jira subscription to your Organization, specifying a new URL for that new subscription.
Starting a new subscription will leave your original subscription intact. All the data and configuration will be unchanged by adding a subscription.
To give users access to that data refer to this documentation.
It doesnt work for me because we upgraded the subscription to premium
so we want it.

I understand you would like to reinvite users to your jira.
By previous Jira do you mean jira in another cloud instance ?
- Please check if the cloud instance is active
- if yes you can https://support.atlassian.com/user-management/docs/invite-a-user/ ( invite the user to the Jira) you need to be the org admin to do so
- After invitation you can give product access to jira : https://support.atlassian.com/user-management/docs/give-users-access-to-products/
After this is sorted you can then add them to projects and give them permission

This sounds like your company reorganized and you want to set up Jira to reflect that. That might mean the creation of new Projects and moving active issues to those projects and archiving the old projects. I wouldn't archive the projects if your teams need access to them, but probably change the project name to include something like "(LEGACY)" or "(pre-reorg)".
