I see you're on Server, and it's no longer possible to add new apps on Server. You will need to upgrade to a Data Center license.
You're right @Laura Campbell _Elements_ – it's not possible to install new apps on Server!
@mahi reddy – feel free to reach out to our support team who would be more than happy to help you out if you're planning to get a DC version installed.

1. Navigate to the marketplace and "Try it free" or "Buy now" https://marketplace.atlassian.com/apps/6398/jira-command-line-interface-cli?tab=overview&hosting=cloud
2. Enter your MyAtlassian information. The download and install begin, and your license should be automatically applied.
