Warning: please add a "Filters" filter

I created a filter and when trying to save it. It gives me the above warning. 

I also typed Activity is ..................... and yet the same warning appears.

from the screenshot, I suspect Jira expects some input in the third column where "Start typing to select options" is shown, Maybe the filter you add is not complete yet, so Jira asks to add a filter in the "Filters Activity Stream" section.
