We have added 2 new fields(made them visible): Start Date and Actual End.
The fields are visible for all users on open items only.
In state closed the field Actual Date is not displayed at all(only for administrators it is visible).
Can anyone help me out with the reason and how to repair this?
Can you check whether those users who do not see that field have 'edit issue' permission?
The fields that are not populated only show up for the users who have the Edit permissions. If a user doesn't have the Edit Issues permission, they can't populate the empty fields, and will only see what's already populated.

It Is possible that this is the root cause..but I do not understand why it is like this... We have added the restriction for users(except LACE admin) to not be able to edit closed items...but I would expect to see it as I see the START Date Field. I will check later on the link..thank you very much

This is not tied to this particular field but all empty fields to which a user do not have access to edit will not appear in the view screen for them.

Screens are not dependent on the Issue's state but only their issue type. So I don't know of any setting that would cause such behaviour.

Yes the open and closed items are from same project.
If I check the close items with my account all good .. If I ask colleagues...they cannot see the field.

I believe what @Fazila Ashraf might be the case here. Additionally, admins can restrict editing issues when they reach a particular status by using workflow properties: Use workflow properties
This is usually configured on statuses in 'Done' category (a.k.a. 'green statuses') so no additional edits/updates can be made. By using these workflow properties, you can still grant some users permission to edit the issue (e.g. Administrators), while others will only be able to view the issue.
