Users cannot create issues in project

Hello,
we have a project that does not allow users to create issues.
I have checked the permissions and they all have user role, the one that can create issues.
I have checked in a similar project and it does work.

In all cases I have checked with the permission helper (attached the result, they all can).
Error message that appears when they create an issue (after filling the fields on the create view): "User 'xxx' doesn't have the 'Administer Projects' permission"

We have seen that he can create an Epic.
Could you please help me?

That suggests the workflow has a validator on it that says "user must be in the role of project admin".  Edit the workflow and have a look at the validators on the "create" transition.
