Users are not getting Time Zone correction popup

Hi!

My users are complaining that when they change their Mac's time zones when they travel, JIRA is not triggering the Time Zone dialog change message.

I have confirmed that "JIRA Time Zone Detection plugin" is completely enabled.

JavaScript is enabled in my browsers.

Anyone seen anything similar?  I have not found any issues reported regarding this.

System details:

* JIRA Time Zone Detection plugin v. 2.3.1 time-zone-modules.PNG

System time zone is set to PST (ubuntu):

$ date +%Z
PST
$ date
Mon Dec 11 15:21:16 PST 2017
$ cat /etc/timezone
America/Los_Angeles
$


* Users of both MacOS X Sierra and Windows 10 able to reproduce this issue.

* JIRA Server v7.3.6

* Chrome (latest), Safari, Microsoft Edge

* Ubuntu version:

root@ip-10-4-0-109:/home/ubuntu# lsb_release -a

Distributor ID: Ubuntu
Description: Ubuntu 14.04.5 LTS

* Ubuntu is being served via AWS using Route 53 load balancer.

In case this helps anyone else in the future, the user likely dismissed the timezone warning prompt in the past. Once dismissed, it'll never prompt again.
