User profile menu item no consistent.

Hi, our plugin adds a new item to the user profile menu (this one: https://developer.atlassian.com/cloud/jira/platform/user-profile-menu/), but the behavior is quite erratic. Sometime one user sees it right away, sometimes another one needs a hard refresh.
I have tried impersonating another user that couldn't see the item, and effectively it was not there.
This should work for the whole instance of Jira, so there is no reason why a user cannot see it. And as I say, after some refreshes and relogins, it appears.
