user is not getting a Jira invite email, they most likely are suppressed by jira

As @Vishal mentioned, this case should be raised at Atlassian Support.
Multiple community post have been raised on the same topic, but only Atlassian can solve this issue for you.
If the issue is with one particular user, then reach out to atlassian for support, they should be able to remove the user from some block list.
