I am a Jira administrator and a user set up 2-step authentication and does not remember their recovery keys. He is not a managed user, how can I remove 2-step authentication from the portal and the user can acces again to his count?

User can directly work with Atlassian support. Atlassian support will handle recovery for unmanaged accounts.
