Just thought if I could get a workable solution from this community quicker than for me to do some research on my own.
We have a user whose account was somehow disabled or suspended, now it could not be reactivated, so I removed the user account and attempted to create the user account again.
But it still does not work as I can not create his account below:
1) Not able to re-invite the disabled-and-removed user account
2) User login error image:

In one organization I have worked with I recall seeing something about there being a 30 day period that had to expire before an account marked for deletion is actually deleted. Perhaps that is what is causing your issue.
I recommend that you contact Atlassian support as recommended in the message you received.
