I have JIRA Datacenter with service mgmt
I upgraded the instance to the latest last week (9.15) service mgmt (5.15). But now I need to update git kraken as the devs are moaning that the branch integration on tickets has stopped working.
Under manage apps the upload app button has now gone. I have read this is intentional by Atlassian.
I have read you can get this button back by editing a system property
"The system admin can enable the functionality by setting the upm.plugin.upload.enabled
system property to true
."
Where/how do I find this so I can change it to true?

So you basically need to add the jvm param to setenv.sh (or setenv.bat)

JVM_SUPPORT_RECOMMENDED_ARGS=
Add the following
-Dupm.plugin.upload.enabled=true
into the file?

nailed it, done it via the service as the bat file wasnt working

well this is great an all, BUT why did this new 'feature' get implemented? recently JIRA let me install an incompatible version of a plugin, so the only way i can install an older version of the plugin is via direct upload.. which i can no longer do..

I believe Atlassian stated their reasons for this (i.e. threat party uploading harmful addons iirc).
We are community and not Atlassian. My opinions vary on.. multiple things.
