[Upgrade issue] Jira error occurred when it upgraded 6.4.11 to 7.0.11

When did you first see the issue?
- Initial run the 'start-jira.sh', see on web browser.

How often does the issue occur?
- Always

What steps can we follow to reproduce this?
- Checked 6.4.11 service OK, and terminated 6.4.11, Finally start 7.0.1JiraError.png
