Upgrade from 7.1.7 to 7.6.0

I have done a windows upgrade for JIRA (7.1.7) to 7.6.0.

It seems that the upgrade was successful, but I am stuck with the Atlassian is starting the plugins screen:

Any idea why this is happening? I checked the logs but it is not providing me any error as a matter of fact it is stating that the upgrade has been successful:

Hi Howard,

 

If you are stuck on the plugins, you may want to clear the plugin cache in case there is some corruption or issue. 

Since there are no details in the steps in the upgrade, it may be difficult to tell what could have introduce this issue. However, do try clearing the cache.

 

I don't remember where the Jira article but it should be very similar to confluence:
