I'm responsible for user management in JIRA, including inviting and suspending users. However, when I attempt to suspend a specific user, I receive the message, "Some actions aren’t available to you because of your role," even though I can suspend other users without issue.
Please help me to understand the issue and share some advise for suspending the user

First of all try to clear cache. It may help you.
If you still cannot susspend the user this may be related to Active Directory or External Directory or the user may be in Admin or siteAdmin role.

Suspending users is done by the Organisational Admin. This is a different role from your product adminship. Maybe you have both roles, be sure to use the correct page for it:
https://admin.atlassian.com and choose your organisation, select Directory, then select Users.

Thank you for your response. I am actually a User Access Administrator and typically handle user management myself. I encountered an issue with a specific user and asked the Organizational Admin to suspend the account. It’s been resolved now.
