Hi Team,
we are not having the Blocked option in the dropdown when we want to move the story to blocked? any idea how we can enable this?
also some users cant able to move stories to in-review as well?
Any help would be much appreciated.

You requirement is quite simple, you don't have a blocked status in your workflow.
This means you need to adjust your workflow and add a Blocked status in to the workflow you are using in your project.

This change can only be executed by a Jira Admin, or if you are project admin and have been granted extended projectrights and the workflow is only used in a single Jira project
The part that some users are not able to transitions issues between statuses, can mean:

This workflow means any ticket can be moved to any statuses at from any status.
regarding users not being able to move tickets, that could be the permission issue. Check your Project Permission scheme and verify if transitioning issue permission is enabled to all of your team members.

Kindly share the current workflow, any conditions and validators applied in the workflow.
In general a ticket can be in Blocked state in any phase due to various reason. So if you have enabled Allow all statuses to transition to this one , then you will be able to Block a ticket without any issue.

Your workflow doesn't have the "Blocked" status. If you are in Jira cloud and using team-managed (next-gen) project, please check with project admin to add the "Blocked" status and if you are using company-managed project in Jira Cloud/Jira Data Center, please check with your Jira admin to do the same.
Regarding, user's unable to transition to "Review" status, please check with Project admin/Jira admin (depending upon project type) for their permission of transition issue or if that particular transition having any validator/condition which is restricting them.
