I'm the admin of my Atlassian account but it says my account is managed and I need to contact the account admin to change anything. When I click that, it says Your admin hasn't configured this form yet.
How do I access admin settings? I'm logging in using my admin account

When your login account is "managed" that means that some entity has claimed the domain used in your login, within the Atlassian Cloud system, and your ability to make changes to your login account (like changing your name or password) is therefore limited.
Can you be more specific about exactly what admin settings you are trying to access? What web page are you starting on? What buttons/links are you clicking one?
I'm the admin of my org domain but unable to access Users page or change user settings via admin.atlassian.net.
First, I clicked the Settings 'gear' icon next to my Profile icon on my site 'org'.atlassian.com, but it says my account is managed:
When I click 'contact your Jira admin' it says 'Your Jira administrator has not yet configured this contact form;
When I go to admin.atlassian.com, after logging in, it directly takes me to 'Create organization' page instead of showing me my existing org:

Have you tried this in another browser application?
Have you tried it in a private browser window?
I have found that sometimes a browser can cache identity information. And if you have more than one Atlassian account, the apps may try to use the cached identity rather than the identity you are actually typing into the login screens.
So try a different browser application, or a private browser window (like Chrome Incognito), or try logging out of everything and clearing your browser cache. Then retry accessing the gear icon.

I've tried Safari and Chrome, and just tried Chrome Incognito, but still I seem to get immediately redirected to Create organization page instead of showing me anything else

When you login if you click on your avatar do you see a "Manage account" option? And if so, what do you see when you click on that? Does the email address match what you used to login to Atlassian Cloud?
I have multiple Atlassian Cloud logins with different Email addresses, some are my "personal" email address, and others were created for me by companies I work for. The companies manage my accounts for the email address that they provided to me, by virtue of having claimed those email domains within the Atlassian Cloud ecosystem. I can't deactivate those accounts, and I don't control which Atlassian Cloud Organizations those login accounts can access.
Are you using an email address provided to you by an employer, or a personal email address?
For example, if my login is trudy@myEmployer.com, then my employer may have claimed the "myEmployer.com" domain within the Atlassian Cloud ecosystem. That means they administer my login account.
If my login is myname@gmail.com, that is more likely to be an unclaimed domain in the Atlassian Cloud ecosystem and an unmanaged account.
Can you provide a screen image of what you see when you click on the gear icon? Obscure any personal and confidential information.
