Trying to turn time tracking on only for subtasks

Currently sub tasks and Stories have time tracking enabled and required, because we always log work on sub task level it is unnecessary and a pain to have required time tracking on the story level.  I don't see how to set this within the configuration, any assistance would be greatly appreciated.

Permissions are done at a project level, so at a glance, you can't do this.

However, if you are willing to set up two workflows, you can do it.  Associate the workflow you have now with the sub-tasks, and the copy with the parent issue types.  Now, edit the copy, and put "workflow properties" on all the status, such that "log work" is blocked.  See https://confluence.atlassian.com/adminjiraserver071/workflow-properties-802592825.html for the detail (but from memory, setting jira.permission.worklog is the one )
