I'm trying to restrict the assignable user list. I used the workflow property jira.permission.assignable.projectrole with the project role id of the Developer project role. However it isn't working. In the permission scheme the project role users is assignable and all the users in the developer project role are also in the users project role.

Could you try if it works when you add the developers role explicitely (besides users) to the assignable permission in the project's permission scheme?

You should also check the again the id of the project role that you specified in the step property. Did you get any errors or warnings in atlassian-jira.log?
