I'm looking to trigger on-premise Jenkins jobs when issues are updated in Jira (Cloud). Has anyone successfully used the Jenkins for Jira (Official) plugin for this?

As far as I'm aware the official app can only be used to feed data to Jira from Jenkins. There is no path back to trigger a build or perform any other actions in Jenkins from Jira.
There is the Jenkins Integration for Jira app, the original integration, that does support triggering builds in Jenkins from Jira using manual actions and workflow post functions.
Disclaimer, I'm the developer of the app.
Automation using Jira Automation is not yet supported, but I'm in contact with Atlassians that are working on making the Automations from Jira extensible for app vendors. Once that is available, then the app will add triggers, conditions and events to fully support Automations for Jenkins.
If the existing build triggers are not enough for you and the new Automation is not yet available, then we can always look to see if more can be implemented in the mean time.
