How to change the time stamp format for task attachments to 24-hour format?

1. Log in to your Jira instance with administrative privileges.
2. Click on the "Jira settings" (gear icon) in the top-right corner of the Jira dashboard.
3. In the Jira settings menu, locate and click on the "System" option. This will take you to the System settings page.
4. On the left-hand side menu, click on "General Configuration" under the "Jira" section.
5. Look towards the right top of the page the "Advanced Settings" section on the General Configuration page.
6. Look for the "Advanced Settings" option named "Advanced Settings" and click on it.
7. In the "Advanced Settings" page, locate the "jira.date.time.picker.java.format" property.
8. By default, it is set to "dd/MMM/yy h:mm a". Change it to "dd/MMM/yy HH:mm" to display the time in the 24-hour format.
9. Scroll down to the bottom of the page and click on the "Update" button to save the changes.

but it is not the solution for a description of attachments.
