I have a user who is still has "Read Only" even thought he has been given the right permission 

Within the Plan access 

under access control - Permission - restricted - user has been added as well as the global permission is setup.

By read only, what is the user not able to perform?

You said that the plan and global permissions are setup. Can you detail on what you see there to help spot the problem?

What are the plan global settings related to the user?

Is the group the user is in granted "Plan User"

This is now resolved as he was missing from one of the roadmap group
