Is it possible to specify Time to SLA per project? Include the (non-)working days?

Not in JIRA Software, without SLA type add-ons.

JIRA Service Desk does SLAs of course, and you can define more than one for a project.

So it is possible if we have a Time to SLA add-on?

If you get one that does it, yes.
